Should you attach a resume?

When sending an initial networking outreach – do you attach a resume?

I usually recommend not attaching a resume because individuals are less likely to open an email from an unknown source if  the email contains an attachment.  In addition, I find attaching a resume can send a mixed message – you want to initiate a networking conversation but you are attaching a resume for a job search.  If one is going to attach a resume, be upfront about it, “I recently applied for the XYZ job and would like to speak with you about the company culture.  To help you better understand my background, attached is a copy of the resume I used in my application.”
